What's a network hard drive?

I am looking at Amazon and found that alot of the computer parts i need are cheaper. is it safe to buy used ones??
they're cheaper then tigerdirect, mostly because when i buy it from tigerdirect and i live in texas, the tax is REALLY high!!

oh yea!! i was wondering, since i'm going to buy 2 hard drives, does the harddrive type called network storage enclosure provide you network connection?? like to the internet and stuff. because there's no way i can connect the wires from the original one we have already to the computer i'm going to buy. So yea........
